Phillips secured a lease for 0.5 hectares of land at Notberget in Dusavik from local shipowner Torolf Smedvig. Blasting operations began on the same day.

The site was developed at speed to ensure that it was ready before the arrival of the Ocean Viking rig, which was under construction. Phillips moved in at the beginning of October.
